UNDP Human Development Report Trends - 2010

According to the United Nations Development Programme, France was ranked 14th out of 169 countries ranked in the Human Development Index which is a composite index measuring average achievement in three basic dimensions of human development- a long healthy life, knowledge, and a decent standard of living.

With an HDI of 0.872 in 2010, France's score is broken down as follows:

Health: 0.976 (life expectancy at birth of 81.6 years)

Education: 0.826 (mean years of schooling, 10.4)

Income: 0.823 (GNI per capita 2008 PPP US$ 33,103)^[1]

Main Initiatives

In 2008, then French President Nicholas Sarkozy announced the establishment of a commission to investigate alternative measures of economic performance and social progress for France. This move was particularly important because it demonstrated interest in this work at the very highest levels of government. Chaired by Joseph Stiglitz, the commission includes several Nobel laureates and is being advised by Amartya Sen. Commission on the Measurement of Economic Performance and Social Progress is based on increasing concerns about the adequacy of current measures of economic performance. There are broader concerns about the relevance of these figures as measures of societal well-being, as well as measures of economic, environmental, and social sustainability.

The Commission on the Measurement of Economic Performance and Social Progress

Also known as the Stiglitz Commission, The Commission on the Measurement of Economic Performance and Social Progress was created at the beginning of 2008 on the French government's initiative. It is based on increasing concerns about the adequacy of current measures of economic performance. There are broader concerns about the relevance of these figures as measures of societal well-being, as well as measures of economic, environmental, and social sustainability.

Following the establishment of the Commission on the Measurement of Economic Performance and Social Progress, the French national statistical office (INSEE) launched a series of measurement initiatives.

Le Grenelle de l'environnement

The "Grenelle de l'Environnement" seeks to create a new agreement about French environmental policy. This process brought together the French government and representatives of civil society for the first time to discuss sustainable development.

A National Committee for Sustainable Development and Environment Grenelle was established as a follow-up to the commitments made by the French government at the "Grenelle".

FAIR Group

FAIR Group is an association working with comprehensive indicators for measuring the well-being of France.

National Strategy on Sustainable Development 2010-2013

La stratégie nationale de développement durable 2010-2013 was adopted in 2010 and in follow-up to Le Grenelle de l'environnement. It targets a reduction in France's consumption of carbon-emitting resources while promoting social justice and equity.

Happiness in France

This is an overview of findings on Happiness in France.The available findings are presented in the latest ‘Nation Report’ on France. This report is ordered by type of happiness questions and within these types by year. This ordering is to facilitate the assessment of progress, comparison over time being most fruitful using the same questions.
The report presents means and standard deviations, both on the original scale range and transformed to a common range 0-10. The means inform about the level of happiness in the country and the standard deviations about inequality of happiness.
Links provide more detail about the precise text of the question, the full distribution of responses and technical details of the survey. The report is continuously updated.

L’annonce du Président français Nicolas Sarkozy, faite en janvier 2008, de former une commission afin de plancher sur les mesures alternatives de performance économique et de progrès sociétal en France, est particulièrement importante , car elle démontre que l’intérêt concernant ce travail a à présent atteint les plus hauts rangs du gouvernements. Présidée par Joseph Siglitz, la commission inclut plusieurs lauréats du prix Nobel, et est conseilléé par Amartya Sen. L’OCDE est heureuse de prendre part à cette commission.
