Organised by the OECD Development Centre, with the financial support of Fundación Internacional y para Iberoamérica de Administración y Políticas Públicas (FIIAPP), the International Conference on Social Cohesion and Development will take place on 20-21 January 2011, in Paris, France.
A cohesive society works towards the well-being of all its members, minimising disparities and avoiding marginalisation. It entails three major dimensions: fostering cohesion by building networks of relationships, trust and identity between different groups; fighting discrimination, exclusion and excessive inequalities; and enabling upward social mobility. While rapid growth in emerging economies has lifted millions of people out of poverty, it also has led to a growing divide between rich and poor. Many groups in society such as minorities, migrants and the elderly have been largely excluded from the benefits of growth, leaving them more vulnerable to the shocks that come with the opening up of economies. At the same time, for people living in poor and fragile states – the ‘bottom billion’ – the frustration of persisting poverty and destitution is a recipe for conflict and social unrest.
The current economic crisis has shown that it is the poor and vulnerable groups in society who are disproportionately affected by such shocks.Employment trends are particularly alarming for the youth, women and the elderly threatened by unemployment or the need to take up precarious jobs. Recent survey data also indicates that there has been a general global decline in life satisfaction and historical data show that this decline is unprecedented. These perceptions are as important for social cohesion as traditional, quantified measures such as income, poverty and inequality levels.
The International Conference on Social Cohesion and Development attempts to deepen understanding of this complex and pertinent relationship between social cohesion and development. Both plenary and parallel sessions offer ample opportunities to discuss various topics related to the conference theme such as employment, gender and migration.
A small number of travel grants will be available for presenters with contributions of exceptional quality. Submissions should indicate whether they would like to apply for a travel grant. Priority will be given to presenters from developing countries.

Une société cohésive œuvre au bien-être de tous ses membres, en réduisant les disparités et en évitant la marginalisation. Elle recouvre trois grandes dimensions : une cohésion accrue entre différents groupes d’une société, à travers des réseaux de relations, la confiance et un sentiment d’identité ; la lutte contre les discriminations, l’exclusion et les inégalités extrêmes ; et la mobilité sociale ascendante.
Si la croissance économique rapide des pays émergents a permis de sortir des millions d’individus de la pauvreté, elle a aussi creusé l’écart entre les riches et les pauvres. De nombreux groupes – les migrants, les minorités et les personnes âgées notamment – se sont retrouvés pratiquement exclus des bénéfices de cette croissance et sont ainsi plus vulnérables aux chocs liés à l’ouverture des économies. Parallèlement, les habitants des pays pauvres et des états fragiles – ce milliard d’individus laissés-pour-compte (le bottom billion) – éprouvent de la frustration face à une pauvreté et un dénuement persistants, un sentiment propice à la montée des conflits et des troubles sociaux.
La crise économique actuelle a mis en évidence l’impact disproportionné de ce type de choc sur les groupes les plus pauvres et les plus vulnérables. Les perspectives d’emploi des jeunes, des femmes et des seniors, confrontés au chômage ou à la précarité, sont particulièrement inquiétantes. Des données d’enquête récentes révèlent également un recul général des indices sur la satisfaction de vivre dans le monde – un déclin sans précédent au regard des données historiques. Cette perception de la réalité est aussi cruciale pour la cohésion sociale que les mesures classiques et quantifiables que sont le revenu, la pauvreté et l’inégalité.
La conférence internationale sur Cohésion Sociale et Développement a pour objectif d’approfondir la connaissance des interactions complexes entre ces deux processus. Les séances plénières comme les sessions parallèles offriront un espace de discussion sur les principaux sujets en rapport au thème de la conférence, tels l’emploi, les inégalités de genre ou les migrations.
