The Latin-American Conference on Measuring Well-Being and Fostering the Progress of Societies was held in Mexico City, Mexico on 11-13 May 2011, and it was the first of a series of regional conferences aimed at enhancing and promoting concrete policy-oriented work on measuring well-being and fostering the progress of societies at the national, regional and global levels. The results of these conferences will inform the agenda of the 4th OECD World Forum to be held in Delhi in October 2012.
The Latin-American Conference was organised by the Organisation for Economic Co-operation and Development (OECD), the National Institute of Statistics and Geography of Mexico (INEGI) and the Scientific and Technological Consultative Forum (FCCT), in collaboration with the Inter-American Development Bank (IDB), the UN Economic Commission for Latin-America and the Caribbean (ECLAC) and the OECD Development Centre. It gathered representatives from various sectors like national chief statisticians, leading academics, policy makers, opinion leaders, and key civil society actors from Latin-American and Caribbean countries.
The Conference built upon the achievements of previous OECD World Fora, the report of the Commission on the Measurement of Economic Performance and Social Progress and recent innovative research and analysis by IDB, ECLAC, and Latin American and Caribbean researchers as well as on measurements reported for the region by specialized data providers such as Gallup and Latinobarometro.
The Conference aimed to:
- deepen on-going reflection on how to measure well-being and progress of societies in Latin America;
- enhance the relevance of measures and analysis for addressing key policy issues; and
- lead to concrete outputs, establishing frameworks for future work and opening avenues for structured working programs.

Notes from the Latin American Conference on Measuring Well-Being and Fostering the Progress of Societies
The Latin American Conference on Measuring Well-Being and Fostering the Progress of Societies was held at the Palacio de Minería in Mexico City from May 11th to 13th, 2011. This event is the first in a series of regional conferences to be conducted within the Global Project on Measuring the Progress of Societies before the 4th World Forum to be held in New Delhi in October 2012.
The Latin American Conference on Measuring Well-Being and Fostering the Progress of Societies was hosted by Mexico’s Scientific and Technological Consultative Forum and the National Institute of Statistics and Geography. In addition, the Inter-American Development Bank, the United Nations Economic Commission for Latin America, the Organisation for Economic Cooperation and Development, the Statistical Conference of the Americas, and the Development Centre of the OECD participated as conveners.
The purpose of the conference was to establish a productive dialogue on how to conceptualize and measure well-being, as well as on the convenience of going beyond national output indicators -such as Gross Domestic Product- to assess the progress of societies. The Conference also sought to reach a set of recommendations that the Latin America region could take to the IV World Forum of New Delhi.
The participation of members from the academic and statistics communities in Latin America, as well as from public and social actors in the region and around the world was large. The conference encouraged the interaction among these communities in order to simultaneously address issues of conceptualization, research, measurement, and use in the public-action arena of the new indicators of well-being and progress.
In an effort to further disseminate the dialogue that took place during the Conference, the Initiative Measuring the Progress of Societies: A Perspective from Mexico (www.midiendoelprogreso.org) has decided to publish the notes from the Conference made by members of the Initiative. It is important to remark that these notes are not a verbatim transcript of what was said by each of the presenter but annotations of what members of the Initiative considered to be of relevance from each presenter’s participation.
