The Millennium Development Goals produced an international pledge for more equal access to basic services for children. According to UNICEF, greater equity for children is both imperative and appropriate because (i) economic globalisation and trade flows failed to reduce national gaps in children's developmental environment, (ii) progress in aggregate/averaged indicators often hide the widening infra-national inequalities of access, functionings and achievements and because of (iii) a changed global context with food and humanitarian crisises and urbanisation affects the poorest and within these the most impoverished communities most.
Inequity can take various forms. Gender, geographic location of residence and poverty greatly affect a child's chance to grow up in an environment most favourable to its development.
